The notion of government brings with it a degree of order. A form of stability controlled by delegation of descending authority. Very much like religion believes, government orders itself from top to bottom. Government order and Military order go hand-in-hand, and it is not clear which is derived from where.
So when i hear the military suggest, there is a problem at the bottom, i only see a problem at the top. After all, that is the design, the way it works, in fact the only way any complex entity can operate.
No. The repair must begin with the part that controls the bottom, for the bottom only goes where it is led. And we all know that guidance comes from the top.
